Thai parliament schedules 3rd reading of charter amendment bill for June 5

BANGKOK, May 15 (Xinhua) -- Thai lawmakers and senators finally agreed to fix the date for the third and final reading of the charter amendment bill on June 5 after the lengthy debate wholesale oakley sunglasses, the opposition chief whip Jurin Laksanavisit said on Tuesday.

The joint session of parliament, after 15 days of discussion, on Monday voted 348 to 95 to pass the draft to revise Section 291 of the charter, allowing the setting of a Constitution Drafting Assembly (CDA) whose main duty is to draw up a new version of the supreme law.

The parliamentary members did not yet reach an agreement on the schedule for the third reading yesterday.

According to the draft, the new drafting body will be made up of 99 members -- 77 members elected from each province while 22 others appointed by the parliament.

Of overall 22 selected CDA members, six will be experts in public law, another six in political science or public administration, plus 10 with experience in politics, public administration, economic or social fields or charter drafting.

After the finalization of the third reading, the drafted constitution requires an issuance of a royal decree for the recruitment of CDA members to begin within 15 days. The recruitment process must be finished within 90 days and soon after the CDA is formed. It is given 240 days to complete its task.

During the debate session yesterday, which was adjourned about 4:30 p.m., some parliament members and senators proposed that people who take part in charter drafting be banned from holding political position for five years.

Senator Jet Sirathananont said the proposed ban would serve as an assurance that drafters will not be influenced by the lure of personal gains.

"We are a patronage society. Allowing CDA members to hold political positions soon afterwards may lead to reciprocity," he said.

However, the proposal was defeated 348:95 in a vote.

Finally fake oakleys, if the amendment bill passes the final reading and is already screened by the parliament president, the Election Commission will hold a national referendum on the CDA-proposed new charter within 60 days.

The current constitution was imposed in 2007 by the military government following the September-2006 coup which toppled the former premier Thaksin Shinawatra government. The charter, therefore, has been frequently attacked for undemocratic origin by the opposition and the incumbent Pheu Thai-led administration which is backed by the ex-PM Thaksin.
